No, never w/o many works.
It's a CR-X Bumper on the picture, you posted.

The Civic EF9 Bumper can fit with some work.
CR-X is 1.5cm more narrow than a Civic H/B and a H/B is 1cm more narrow, than a Sedan.
Sedan is the broadest one of all Civics and CR-X' Wink

Not only would it not fit, but it would be ugly, and a waste of a EF8 bumper  Sad
