What are the pros and cons of doing this/in what application would you benefit from doing this?

Extended top hats (like what GC sell) are really good for gaining suspension travel back. The other option is shortened front shocks (I know Koni offers this as an option). With enough travel at the front, your car will stay of the bump stops. This will give better handling and ride... you may run into issues with your UCA hitting the shock tower depending on bump stop height and stiffness.
You shouldn't need the top hats in the rear... typically there aren't any travel issues at that end.
Og, BTW, spring rate will make a huge difference in whether or not you bottom out the suspension. The higher the spring rate, the less travel you need. i.e. my IT Civic runs 700F 1000R and even at a ride height of 5" I don't have travel issues (shortened koni's, stock top hats).

It shouldn't make it any lower. |

x2 ^^^^^^
Extended top hats give your shocks extra travel. No lowering occurs.
